- In the wake of an increasing wave of football hooliganism throughout British football, the Glasgow magistrates came up with their plan. Hooliganism was not something new that had just happened as many of the commentators at the time would have. It had been present for years manifesting itself periodically and showed itself outright when other greater social forces were at work. All bar one suggestion were unrealistic and unworkable. The magistrates po-faced plan consisted of:-
- No 'party' songs to be tolerated
- All supporters clubs to police their own
- Football clubs to consider "adequate" policing
- Adequate stewarding and training for stewards
- Bus companies to enforce absence of alcohol on buses
- Off Licenses to be banned from selling 'carry-oots' to football crowds
- Representatives of football clubs to travel on supporters buses
- Clubs with a rowdy supporter element to be forced to play on Saturday mornings
Recommendations on attacking the greater social evils or even suggesting that there might be some connection to for instance, high inflation and unemployment (which had risen under the Conservative governement to over 1.3million for the first time ever) appeared lacking in the magistrates thought processes.
- In came Danny McGrain at right back with Jim Brogan dropping out after a recurrence of a leg injury. Up front Vic Davidson was preferred to Paul Wilson who dropped to the bench.
- Billy Mitchell who had been signed during the previous closed season and had not started a first team game departed for Dunfermiline.
- Keeper Dave Gorman defies Celts and East Fife perform above expectation.
Review
A shock awakening when East Fife scored first on the half hour despite a constant wave of attacks before that on their goal from Celtic.
Celtic played a 4-3-3 formation with Dalglish, Macari and Johnstone up front with Davidson, Callaghan and Murdoch behind and this formation just didn't click. East Fife fought ruggedly and tenaciously scrapped for every ball and could have gone 2-0 up in the first half. Celtic's goal came in the second half after Davidson had been subbed by Paul Wilson and Celtic reverted to using wingers. Quinn went on the overlap and sent over a ball which Dalglish put away to level the scores. East Fife defended solidly for the last twenty minutes to earn a respectable draw.

East Fife stun Celtic
Celtic 1, East Fife 1
East Fife manager Pat Quinn promised Celtic an exciting match in this League Cup section and that is exactly what his team produced. That, and a shock opening goal that put Celtic on the rack. Goalkeeper Gorman had an outstanding opening session when he defied scoring efforts from Johnstone, Dalglish and Callaghan.
The cue from the keeper was taken up by his immediate defenders and then the wing half gave the forwards every support. East Fife took the lead in 30 minutes with a glorious goal. A long lob from defence was headed down by Green to Hegarty who coolly placed the ball well past Connaghan.
The second half was full of incident mostly in Gorman's vicinity as Celtic strove desperately for the equaliser. Martis was booked in the 51st minute for a foul on Johnstone. Wilson came on for Davidson in 59 minutes. Then in 71 minutes Dalglish headed a Quinn cross to score Celtic's equaliser,
